The prefrontal cortex
The prefrontal cortex is the front region of the brain related to regulation, planning, and decision-making. Balancing impulses, foreseeing consequences, and softening emotional reactions are among the functions of this region. In a moment of intense stress or threat, the activity of this region can decrease; the body gives priority to quick protective responses. The prefrontal cortex forms a bridge between the body's alarm and the conscious mind. One reason we think more easily when calm is that this region is more active at that time.
