John Locke’s work Two Treatises of Government is considered one of the cornerstones of modern political theory. Legitimacy of Government: According to Locke, the legitimacy of a government rests on the consent of the people. If a government violates the people’s rights, the people have the right to replace that government.
Form of Government: By advocating for the separation of legislative and executive powers, Locke laid the foundations for the modern constitutional system of government.
